Single Disclosure and Update Service
From the 17th June 2013, the Disclosure and Barring Service (DBS) will make some major changes to their operating processes. The two significant changes that will affect the application process within our sport are the Single Disclosure scheme and the Update Service.
Single Disclosure Scheme
The launch of the Single Disclosure Scheme means that from the 17th June 2013, Registered Bodies (essentially the Rugby Football Union) will no longer receive a disclosure certificate directly from the DBS. Only the applicant will receive the disclosure and it will be their responsibility to provide a copy to the RFU.
As a result of this change and the many difficulties that clubs, volunteers and the RFU will all face, the RFU have decided to move to a fully 100% online e-DBS process. From the 17th June 2013 all DBS applications must be completed online.
It is imperative that if your club does not currently utilise the e-DBS system, that your Club Safeguarding Officer (or Assistant) contacts the RFU Safeguarding Department via email dbseapp@therfu.com to obtain access.
Update Service
The Update Service, which also launches in tandem with the Single Disclosure Scheme, will allow for the portability of disclosures across different Registered Bodies. Anyone who applies from the 17th June 2013 can choose to subscribe (within 2 weeks of receiving their disclosure certificate) to the Update Service.
Key Information and Dates
From the 17th June 2013 the DBS will launch their Single Disclosure Scheme and Update Service.
All DBS applications from the 17th June 2013 submitted to the RFU must be processed through the RFU e-DBS system.
